Why is staff-specific availability still a premium feature in most booking tools?

one feature i'd genuinely like to see in more booking tools is the ability to assign appointments to specific staff members with different availability windows. most platforms i've looked at treat this as a premium tier feature which seems like a basic requirement for any multi-practitioner business. is there something that includes this in a standard tier at a reasonable price?
