Regular client cancelled within the hour — charge the full fee or make an exception?

policy says i keep the deposit if cancelled within 48 hours. long-term regular cancelled with two hours' notice due to a genuine family issue. technically within the policy window. do you apply it consistently or make exceptions for people you've had for years?
