DNA rates in small clinics — what's actually achievable?

our did-not-attend rate sits at 22% without reminders. with a reminder sent 48 hours before it drops significantly. even with reminders we're above zero. what baseline dna rate do small private clinics work toward and is there a point where it's effectively irreducible?
