Chair rental double bookings — who's actually responsible?

the chair rental place i work at uses some ancient system that nobody fully understands. half the time there are double bookings or random gaps that didn't get filled. cost me a full afternoon of work last month and there was basically no accountability for it. is this common with chair rentals or have i just ended up somewhere particularly disorganised?
